West Bengal government employees

West Bengal has its own pay commissions. Pay is under the West Bengal Services (Revision of Pay and Allowance) Rules, 2019 (ROPA 2019): notionally from 1 January 2016, with actual effect from 1 January 2020 (Finance Department memo No. 6472-F(P2), 2 December 2019). It is the state's own pay structure, not the central pay matrix. Source

DA for West Bengal government employees: 38% from 1 October 2026. Source 38% of revised basic pay under ROPA 2019. It cannot be compared with the central 60% because the pay base is different. Employees still on the pre-revised structure of the 5th (state) Pay Commission, and pensioners on ROPA 2009 pensions, get 223%. West Bengal pays DA on its own pay scales, so this rate cannot be compared with the central rate.
Order: Finance Department (Audit Branch) Memo No. 2834-F(P2) dated 4 Aug 2026: 38% of revised basic pay w.e.f. 1.10.2026

Next pay revision for state employees: West Bengal constituted its 7th Pay Commission by Finance Department Resolution No. 2657-F(P1) dated 22 July 2026. Chairperson: Naveen Prakash, IAS (Retd.), appointed by Resolution No. 2760-F(P1) of 29 July 2026 in place of Atanu Chakraborty. Members: Dr Partha Mukhopadhyay and Dr Partha Pratim Pal; Member Secretary: Devi Prasad Karanam, IAS. The report is due preferably within six months, and the terms of reference say the Government of India's decision on the 8th CPC 'may also be taken into consideration'. Memoranda are accepted only through the commission's website until 31 October 2026. Source
