Pay is drawn in levels of a pay matrix on the 7th CPC pattern; the state's DA orders define basic pay as pay in the prescribed level of the pay matrix. The Finance Department's O.M. of 18 January 2020 sets no DA in the revised pay structure from 1 January 2016 to 30 September 2019 and calculates arrears under the revised pay rules only from 1 April 2019.
